We wanted to do the same thing, but publisher was a show stopper for us since we have hundreds of publisher files on the network. There are open source publishing apps that are like publisher, but there is nothing that will open a Microsoft publisher file for editing. We even looked for utilities to convert existing files and nothing worked. If you don't need to open existing publisher files, only create new ones, Scribus is prob. the most popular open source publishing software.
