currently, I think there are no compiled dev versions for Windows available.
They exist for OS X (made by suv, not sure if they are regular) and for
Ubuntu (created automatically), just as the website says.
I think Partha only compiles the packages for the official pre-...

version for Windows on https://inkscape.org/en/download/. Is there just no
