As a matter of fact things could be improved even for 0.48, if the translator concentrated on most visible things like menu items and tooltips for tools and toll options toolbar items first. I wouldn't recommend spend a lot of time on SVG filter names for 0.48 though -- they are the mist difficult part, IMHO. If (s)he gets most visible things right, this will be a lot better than translation of arbitrary messages, some of them mostly not seen by users.
