This RFC is a collection of various deprecation suggestions from different
people. Each deprecation is voted separately, and should be considered on
its own merit.

The oci8.old_oci_close_semantics deprecation is looking for someone to
implement it (I'm not sure who added it in the first place). I have
everything else covered, but don't have an oci8 test environment to work on
this one.
