I just got around to reading the reports of WWKB being off, so I checked
They had multiple transmitters licensed, so I would say that is a reasonable
conclusion.
I've not heard the one testing yet, mmostly for lack of trying.

Woke up ‘late’ this morning so missed last night’s fun on 1520 but did manage
to get a new station from KS on 690 at s/on, KGGF:

I fired up Perseus/Mestor for TOH and BOH. after going to bed. So
