Looks like a Dave Schmarder design using the 1625. I've built one. Not very
selective around these parts, get's hammered by my locals, but it works. 12
VDC is all that is needed:

Interesting. This device needs 12 volts but has a tube which
looks like an old 807 (but I think the 807 had 5 pins,
and this has what looks like 7 pins so it may be a 1625).
