PSRA is limited to signing on no earlier than 6:00 AM their local time in

After some more Detective Work...I see that WJOT 1510 actually has a PSRA that
allows them to sign on the air EARLY before Sunrise. So they were actually
supposed to be on the air when I heard them @ 0554 EST!!!
