A War Project?

Despite the significant and practical outcome of William Burns' talks in Damascus, and within the limits of what is public and well known, there are no indications that Washington has created a new policy for dealing with Syria. However, adhering to work and cooperation shows that the "accountability" policy is not being implemented in the manner its makers have visualized, since the administration's Americans prefer to obtain "concessions" from Damascus, as the best means of "punishing" it. Priority is now is Iraq, and securing the Syrian-Iraqi, considering that this file is directly linked to the American elections. Moreover, the agreement an Iraqi-Syrian-American plan of action, is accompanied by a military campaign to control the regions (The Sunni Triangle), in which Syria is supposed to have a role in its active "Resistance Situation."  

The visit of Burns contradicts the media atmosphere, which has publicized that a certain Israeli war project is being prepared against Syria and Lebanon. The existence of a project was deduced amidst the analysis of the background of the United Nations Security Council's (UNSC) Resolution 1559, specifically because the latter talked about the suspension of militias, and the issue of the Palestinian refugees, in addition to demanding the withdrawal of all foreign forces from Lebanon. A war might take place following the elections, regardless who wins; nevertheless, this war is mostly directed towards Iran. According to the allies competing in their Zionist ideology, the American - Israeli interest seems to be larger and much more connected to the geo-strategic concept of the region.

This war must require some Syrian neutralism, through removing its cooperation in some fields, and keeping it under pressure and threat in others. In return, and despite the presence of secret negotiation paths with Tehran, the United States does not show the same anticipation for building a cooperation formula with Iran, not even for the sake of calming the Iraqi situation. There is an American attempt to intensify the pressure on Iran in the nuclear file; however, the international community has become aware that transferring this file to the UNSC means that Washington has started preparing for a new war. Despite the espionage scandal inside the Pentagon, State did not hesitate to send its neo-con representative, John Bolton, to Israel to discuss the Iranian nuclear file.  

This indicates admitting that the war project depends on Israel, who had a major role in planning for the war on Iraq, and is now preparing for it execution role in the war on Iran.

As long as the Syrian threat to Israel is limited, the United States will prefer to use its Libyan method with Damascus. In other words, there is no need for war in this case, so long that the regime is showing specific positivism. What is understood from Burns' message, is that Washington wishes to inform Damascus that the game is over. Damascus might be prepared, but what the United States and (Israel) are proposing remains far from a complete policy. Moreover, regarding Iraq, the security cooperation of the borders remains much less than what is required to reassure Syria.

As for Lebanon, it is clear that Washington remains in need of the Syrian presence on the condition that it will do the job, which obtained its American "legislation" on that basis; however, the job is still standing, and it is still possible for Syria to profit from the Lebanese card when a peace treaty with Israel comes up.

There are no significant changes in the situation. What is new is that several circumstances have gathered up and paved the way for testing Syria's potential to cooperate. What took place in Lebanon has formed a Syrian victory on the background of a political error.
