Who Is the Killer?

Jamil Matar     Al-Hayat     2004/09/13

It seems there is no remission in the horizon; neither in the war on terror nor in the revolution of the people subject to foreign hegemony. In the near past, people used to consider military struggle against colonization or occupation a legitimate and praiseworthy action. Suddenly, the world deteriorated and revolutions and legitimate rebellion actions are considered terrorists. The moral deterioration increased to the extent where oppressors gave themselves the right to launch pre-emptive wars against rebellious groups and resistance movements. Hence, the radical movements opposing the occupation faced the radical forces that controlled every opposing voice. Each of them nourished the resentment, radicalism and violence of the other.

This development occurred when the U.S. decoded to develop its strategic dogma that was based on the conflicts between the superpowers, and concentrated on the small countries and the rebellion movements in the developing countries. It was obvious after the end of the Cold War that the groups and countries that relied on the support of the Soviet Union to face the American hegemony and the Israeli expansionism in the Middle East started searching for a substitute among groups and trends to fill the gap of their ideology and human potential.

The Northern Ossetia massacre asserted that all doors were closed to the independence movements and the legitimate resistance, except violence. Even the U.S., which used to call the world governments to negotiations in order to settle the conflicts between them, is no longer resorting to this mean. It used to call the Arabs in general and the Palestinians in particular to peacefully settle their conflict with Israel while it was providing Israel with all sorts of weapons. One can understand the U.S. alibi about dealing with non-governmental forces that do not understand the meaning of negotiations, thus requiring to be dealt with through violence. However, what is impossible to understand is that it is dealing with that way with countries like Iran, Syria, Iraq, North Korea and Sudan as if they were terrorist groups or rebels.

The situation became even more complicated and dangerous that this style of dealing with the international issues became common. In fact, at the internal and regional levels, the governments are following the American way in tracking the people and groups opposing the regime. Russia was in no need of a lesson from the U.S. to deal with the opponents, because it masters the harsh and merciless arts of oppressing the rebels in all the Russian Federation's satellite states. All governments, ever since the Tsarist era, adopted this style. There is nothing new. The logic President Putin uses is imperial, which resorts to the highest levels of violence in order to subjugate the autonomous districts. This historical violence pushed the rebel forces in the Russian republics to resort to violence and savagery. In addition, the Caucasian peoples lost, several decades ago, hope of independence, welfare, and peace.

Russia's blackout on the real figure of violence victims on the Russian territories is even more complicating the problem. The Russian government seems dealing with the civilians and the terrorists with the same way.

President's Putin logic is clear. When he came to power, Russia was a weak, chaotic and corrupted country. He was obliged to adopt the Tsarist and Bolshevik style to prevent the collapse of the Russian Federation.

The situation in the Caucasus, especially in Chechnya, kept deteriorating, and thus exhausting great resources, which undermined the reputation of the Russian leaderships in the world.

On the other hand, it seems that Israel and the U.S. are behaving as if they were the two foreign forces that directly profited from this massacre. Washington is glad Russia is getting closer to the U.S.'s "war on terror." In fact, Russia will not only join it as a great military force, but also with its terror groups. Israel will be happy to hear Russia say that all terror is deep-rooted in Islam.

In Beslan, rebels representing several Caucasian peoples gathered to perpetrate a kidnapping operation against a school's students. They bought the consciences of the Russian policemen to facilitate their action. Before the negotiations started between the rebels and the representatives of the Russian government, the Russian Security Forces committed a stupidity that is no less savage than that of the terrorists'.

In other countries, the media was launching a fierce attack against Arabs and Muslims in order to deepen the hatred and resentment of both parties; hence, creating a new terrorist and killing a child. So, who is the killer?
