Installing an mpack can install a new stack or update and existing stack. On an 
mpack install we need to do the following dynamically so as to not require 
restarting the ambari server or agent. 

# Reload the stack manager to refresh the stacks REST API endpoint
# Refresh all the resource files (i.e. recreate archive.zip for service 
package, hooks etc. )
# Refresh the agent file cache.
