Sailaja Mada closed CLOUDSTACK-4143.

With this fix it is allowed to resize the detached volumes.  

There is a dummy VM that gets created during this in VMWARE and gets removed 
after this operation.

We allow to resize the volume even if provided the current size if the volume. 
With this resize wont happen but @ VMWARE it leaves the dummy VM's without 
deleting it.  I will create separate bug to track this issue.
