Abhinav Roy created CLOUDSTACK-3085:
---------------------------------------

             Summary: If there is a InternalLB rule created in a VPC tier then
the InternalLBVM is created for that rule as soon as a VM is deployed in that
tier (i.e. the internal lb vm is created without attaching any vm to the lb
rule)
                 Key: CLOUDSTACK-3085
                 URL: https://issues.apache.org/jira/browse/CLOUDSTACK-3085
             Project: CloudStack
          Issue Type: Bug
      Security Level: Public (Anyone can view this level - this is the default.)
          Components: Network Controller
    Affects Versions: 4.2.0
            Reporter: Abhinav Roy
            Assignee: Alena Prokharchyk
             Fix For: 4.2.0

Steps :
===============================
1. Create a VPC network.
2. Create a Tier in that VPC network with default internal LB offering.
3. Create an internal LB rule in that tier.
4. Deploy a guest vm in that teir.

Expected behaviour :
==============================
The internal LB VM should not be created as the guest vm has not been attached
to the LB rule

Observed behaviour :
=============================
The internal LB VM gets created even when no guest vms are attched to the
internal lb rule
However this issue is not seen when we
1) create a guest vm
2) then create an internal lb rule
