Resolution: Won't Fix

ARC has been here for a while (since iOS 5 and we are on iOS 10 now), Cordova
started supporting ARC long time ago and all the plugins use it, and the
projects created by the CLI use it too.
We are not going to do any changes to support projects that don't use ARC.
