## What is the purpose of the change
Upgrade Flink client and example base version to 1.17.1 to levarage fixes
and client improvements in newer version.
## Brief change log
- *Update Flink client dependency to 1.17.1*
- *Pass SessionJob config to job submission as enabled by 1.17*
- *Remove unnecessary reshading of Flink Kubernetes from the standalone
module*
- *Update fabric8 and josdk dependency*
- *Rework standalone tests to use jenvtest instead of fabric8 mock*
