## What is the purpose of the change
Expose count of Flink versions on a per namespace basis via metrics
## Brief change log
- Create new gauge in FlinkDeploymentMetrics for every namespace and every
Flink version found
- Update `FlinkDeploymentMetrics#onRemove` to check all metric maps for the
namespaces
## Verifying this change
- Added unit test
- Manually validated locally
