This PR isn't addressing the original intent. The JIRA is about logging
failure state transitions (like RUNNING -> FAILING) as WARN/ERROR, not all
state transitions.

Can you elaborate why you want to change this?
This seems like a perfect regular information, not a case for a warning.
Warnings indicate that something is potentially not okay.
