An alert message may be issued during view formation. If an out-of-process
alert listener has been receiving a lot of UDP messages it is possible for the
thread forming the new (the View Creator thread) to become blocked in JGroups
FlowControl. This keeps the new view from being transmitted to other members
and from being installed locally, essentially deadlocking the thread.
