Current StatsRulesProcFactory.applyRuntimeStats() clones original stats and
then calls scaleToRowCount() on it.
But Statistics.scaleToRowCount() always returns a clone of itself, so we don't
have to clone the original stats in StatsRulesProcFactory.applyRuntimeStats().
