Summary: jraft module is excluded from javadoc and checkstyle

After the integration of jraft module to ignite, we decided to exclude javadoc
and checkstyle checking for raft module, as far as jraft's checkstyle differs
from ignite's. Also, jraft doesn't have enough javadocs.
It's needed to include raft module to javadoc and checkstyle checking.
