Apache maven ignores the global settings.xml.
Maven 3.0.5 works and it loads:
MAVEN_HOME\conf\settings.xml
Maven 3.1.0-alpha-1 does not load settings.xml.
MAVEN_HOME\conf\settings.xml
If you corrupt MAVEN_HOME\conf\settings.xml (eq not closed tag), maven 3.0.5
complains, but the maven 3.1.0 does not.
Note that user.home/.m2/settings.xml works as advertised.
