Some plugins (most notably the Lombok Maven plugin) require the tools.jar to
compile, but there is no standard dependency for this jar. Lombok Maven have
taken the following, messy, approach to solving the dependency problem:

This RFE is to request built-in Maven support for the tools.jar dependency,
perhaps as a parameter to the maven-compiler-plugin.
