There are only a few special properties that are there for Maven itself, but these are not. Properties are always handles by plugins, so if you want this to be fixed, then changes to at least the related plugins are required. In this case maven-surefire-plugin. https://github.com/apache/maven-surefire/blob/master/maven-surefire-plugin/src/main/java/org/apache/maven/plugin/surefire/SurefirePlugin.java#L381-L385 verifies the values of these properties.
