It looks like the API link has been added by an oversight. It has been added to
failsafe's site.xml in revision 1042820
(http://svn.apache.org/viewvc?view=revision&revision=1042820) together with
maven/surefire/trunk/maven-surefire-plugin/src/site/apt/api.apt, but should
probably be added to surefire's site.xml
