Alternative to proxying or mirroring maven repos

To minimise reliance on outside repos and to lower bandwidth externally from 
our network I wonder if maven could provide the following option:

Whenever it downloads an artifact/plugin from an external server if could 
upload and install the artifact on another server's repository of the 
developers choice if it does not exist there.

i.e. whenever I build code on my machine and a dependency changes and is 
downloaded to my local repository it is also installed to a central repository 
for our dev team.

I know that another solution is to proxy the server, but this means we need to 
maintain a proxy that understands maven on the central machine.
