Thanks @mattyb149 for the updates. With these changes I was able to run a test with PrometheusReportingTask and the api prometheus endpoint being scraped simultaneously. Metric values appear to be reported by both endpoints as normal and were consistent with the cadence of reporting (e.g. reporting task appeared to refresh at the configured schedule vs api which were updated upon manual browser refresh). Prometheus was able to scrape endpoints without issue and instance id's values for the separate endpoint appeared as expected in Prometheus.
