Summary: Bulletin Board filters broken

I tried to filter results in the Bulletin Board by all of the available filters
(by message, by name, by id, by group id) and the results listed never changed.
Additionally, the filters I used and/or removed are captured in a history under
the results, which is inconsistent with other filters (in the Summary dialog
for example). I'm not sure what the purpose or usefulness is of seeing this
history.
