This is the corresponding import API to go along with the export API that was
added in NIFI-12186 . We should be able to POST a previously exported
VersionedReportingTaskSnapshot to a given NiFi instance to create any reporting
tasks and controller services provided in the snapshot. We should also support
uploading a file. The import process should be additive, we are not trying to
sync existing components, just create whatever is in the snapshot.
