Checked and indeed is different in AOO410/411 as described. May be related

Debugging into the problem shows that the scrollbars are not blocked but that
it is just hard to find and drag the scrollbar thumb, because native widget
drawing doesn't know exactly how

Looks like Bugzilla has a bug. It cuts off text where a 5-hex-digit Unicode
character is used. So for the six test lines I'm attaching a text file
