tsv saved as csv that should have 13 rows...

Hello, I have used OpenOffice for a long time now, and have been very impressed
with the software. I  have recently discovered, though, that when importing
certain tsv files into OpenOffice, AOO opens some but not all rows of a file.
The attached file is a case in point--if I open the file in notepad++, I can
see all 13 rows. If I open the file with AOO, I only see 8 rows if I click
(separated by tabs, and 13 if I click separated by commas, but the latter
option of course does not split the fields appropriately. Does anyone know how
I can properly open this file and split the fields by tabs?
