Clean install on Windows 7 sp1 64-bit, en-US

Tools --> Options --> Accessibility panel "Support assitive technology tools"
is checked and EnableATToolSupport stanza is set true in
registrymodifications.xcu configuration.
However, Assistive Tools support is completely non-functional.
The accprobe.exe utility and NVDA will not respond to the branch at all.
