rabbah edited a comment on issue #3805: Add retries to install route management actions URL: https://github.com/apache/incubator-openwhisk/pull/3805#issuecomment-400031435 using ` + retries: "{{ docker.pull.retries }}" ` seems like the wrong knob here. also the post deploy playbook which installs the catalog will suffer the same. I suggest waiting until #3760 is merged first because it reorganizes the playbooks and addresses some hidden failures with these scripts.
