When combining an unbounded Lucene / Solr score with a vector score its
difficult or impossible to balance the two components by simply adjusting the
weight of the rerank score.
What's needed is the ability to min/max scale the Lucene / Solr score between a
specific range so that the rerank score can be weighted against it reliably.
This ticket will add min/max scaling parameters to the reranker. The min/max
scaling will be applied to the scores of all the topDocs prior to combining
with the with rerank score.
