Summary: ML estimator string params should support both uppercase

The string params of ML estimators should support both uppercase and lowercase.
For example, the following code will throw exception currently:
{code}
val trainer = new GeneralizedLinearRegression().setFamily("Gamma")
{code}
We should fix this case and other places.
