Neither
conf.set("spark.executorEnv.PYSPARK_PYTHON", "/opt/pythonenvs/bin/python")
nor
conf.set("spark.pyspark.python", "/opt/pythonenvs/bin/python")
works.
Looks like the executor always picks python from PATH.
