Summary: Simplify configuration handling to enable local mode

Today, a user needs to modify configs at the top level as well as for each and
every I/O/P to ensure that they reference the local fs instead of the default
fs when running in local mode.
Configuration of such properties should become implicit and all I/O/Ps switched
to use the appropriate configs in local mode instead of relying on users
switching confs correctly to ensure that the code works correctly in local
mode.
