    Add steering targets

    Adds the capability to add or delete as many steering targets as the user 
would like.  Also allows setting order or weight values.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/dg4prez/incubator-trafficcontrol 
add_steering_targets
