IMPALA-12774: [DOCS] Document ALTER TABLE SORT BY syntax
Extended the ALTER TABLE documentation with the SORT BY clause.
Also added more information about the available and the deafult
sort orders to the CREATE TABLE description.
Testing: Built docs locally.
