ERP PROJECT MANAGER Location: Mineola, NY Start Date: ASAP Duration: 1 Year Required Skill Level: Level 3 - Individuals with more than ten (10) years experience within the specific Support Service Category. Required skills: Candidate must have prior Project Manager experience with a systems integration firm on a Public Sector ERP Project; experience must be full lifecycle or SDLC enterprise implementations. Specific PeopleSoft implementation experience with Financial Modules to include Accounts Payable, Accounts Receivable, Asset Management, Billing, Contracts, eProcurement, General Ledger, Grants Management, Project Costing, Expenses and Inventory as well as HCM's Benefits Administration, Human Resources, Payroll and Time & Labor Modules. Additionally, candidate should possess: - Strong background and experience with PeopleSoft Financials Applications on versions 8.3 or higher in order to lead the County's team towards implementation of PeopleSoft v9.0 enterprise system. - In-depth project management knowledge and utilizations focusing on Project Management Institute (PMI) standards including PMP or equivalent certification. - Demonstrated ability to direct, lead and communicate up, across and down multiple and diverse organizations. - A minimum of 3-5+ years of experience in the full life-cycle management of large scale, highly visible technical projects requiring the ability to influence cross-functional teams while managing multiple/changed priorities. - Sophisticated communications and motivational skills, including top-tier executive presentation, decisive leadership, diplomacy and team collaboration. - Ability to build strong relationships with both the County staff and implementation vendor as well as work independently with minimal assistance. - Excellent analytical and problem solving skills to manage contract negotiations such as -Statement of Work (SOW) and Change Orders with continued focus on an on-time and within budget to achieve project benefits. - Proficiency at Microsoft Office applications (Excel, Word, PowerPoint, Outlook, Project, Visio, etc.) - Working knowledge of governmental accounting principles. - Prior exposure to Oracle DB, Linux OS, Windows OS, networking and hardware architecture. Background: The Nassau County Enterprise Wide System Solution (NeWSS) project has a significant impact on all departments within financials and human resources business operations. In order to support such a large scale technology imitative and the vast amount of planning, designing and development to move towards a successful implementation, the vacant role of Project Manager requires filling. As an executive-level member of teh County's project team, the Project Manager is a key driver of all Project Management discipline areas to include scope management, cost maangement, time management, quality management, human resource management, communications management, change management, and risk management in an effort to lead the delivery of the project. This role is the single point of accountability for the County partnering with the selected system implementation vendor, CMA Consulting, responsible for leading cross-functional project teams from contract/proposal initiation to final operational state of Enterprise Resources Planning (ERP) execution as well as post production support leadership. Scope of Service: Highly qualified project manager to lead enterprise resource planning (ERP) analysis and business process re-engineering (BPR) activities. Candidate must have functional knowledge related to ERP implementations and understand how to integrate other business systems with ERP systems. Ideal candidate will also have a good understanding of managing the development of ERP implementations and designing new business processes during such implementations. Candidate will serve as a team-lead managing fellow team members and reviewing deliverables for upper management. Candidate will also be responsible for facilitating meeting, functional requirements sessions, and design reviews. Objectives: The objective of this service is to obtain an independent Project Management Professional to successfully implement the client's ERP system within the established timeframes. (A) -Task or Activity: 1. Develop project schedules 2. Coordinate project status meetings 3. Prepare estimates, project plans, project charters, scope documents and risk mitigation plans. 4. Set expectations and identify mission critical elements necessary to lead a project to successful completion. 5. Interact regularly with County leadership and County representatives with financial, budget and technical system responsibilities in both private and high profile meetings related to the ERP implementation. 6. Manage resource staffing requirements 7. Provide methodology and utilizations focusing on Project Management Institute (PMI) standards. 8. Provide scope control. 9. Work with the project business owner to oversee delivery performance, ensure delivery quality and report schedule, cost, and execution performance. 10. Provide experience in requirements modeling/GAP analysis/develop solution proposals, user centric design and systems implementation. 11. Communicate the exact requirements to the business units and working with them helping to overcome any obstacles that they may face with this data acquisition. 12. Prepare weekly status reports. 13. Work with 3rd party vendors for data normalizing and cleansing. 14. ERP implementation. 15. BPR design and implementation. 16. Integration of business applications with ERP systems 17.
