The RTF functionality has been dropped from iText in 2009.
We're focussing on PDF only now. There's no longer support for RTF.

paid 10 licenses (about 1000$) has a hight cost for me to only fill out a
form.

I can not fix the form because it was not developed by me. I downloaded from
the government website (department of justice).
So, I think is impossible modify the javascript code of the form.
