You can just lock the annotation? Does this still allow the rest of the pdf
to be manipulated (pages to be added/removed/combined)? Can you point me to
somewhere with general information on how to lock the annotation?

We are trying to find out a way to flatten stamps (so other users cannot move
the stamp) on a PDF without adding a password or formally securing the PDF.
Just to elaborate, this is the way we have learned we can do it through
Adobe Acrobat Pro:
