I faced almost the same request from a customer a couple of weeks ago. Based on my research I concluded that: To disable printing, you can set the document security permission so that users cant print it. To disable copying [ or saving a copy of the file ], the PDF file with ordinary password security must NEVER be downloaded to the client machine [ even to the temporary internet folder if the file is opened in a browser ]. However, with a premium Adobe product called Adobe LiveCycle Policy Server, you can control and audit what users can do with the PDF files. If it is not necessary for the client to view the PDF file in the desktop C# app, then you suggest that PDF is used for storage and data transfer - not a good idea. PDF is used for platform independent viewing and printing with minimal or zero defects. You can post the actual requirements here if you want to know more.
