iText keeps the page tree and the xref in memory and doesn't merge
images or fonts when they are the same in several files. Furthermore it
has a limit of 2G for file size. The results you have are consistent
with this behavior. By the way, 25000 files taking 25M is 1k per file;
the other app does miracles.
