COM can be both 32-bit and 64-bit, but for interoperability reasons, in a 64-bit application a 64-bit handle is passed but only the lower 32-bits are used (https://msdn.microsoft.com/en-us/library/windows/desktop/aa384203(v=vs.85).aspx).
