It may be that the files didn't unpack properly. Try downloading again.

You should have d:\james\james-2.1.3\apps\james.sar. When Phoenix starts to
load, it should create d:\james\james-2.1.3\apps\james\ (a directory.

What did I miss?
Here is a copy of the run in the "cmd" window. I checked the logs and
everythig looks OK but the config.xml is
