I work for a telco, writing the kind of software that you are talking
about. Unfortunately, I do not know of any packages that do what you
are after. As far as I am aware, telco's tend to have this stuff
written for them. (We certainly do.)

I have implemented a Email2SMS gateway using James and
SMPP 3.4 spec.But i had to create an intermediate ESME
application which will take Email from James and send
them to SMSC. I didn't write the full implementation
as a james service, because:
1. Avalon Framework seemed very complicated

I don't know of any WAP compatible web mails. I was looking at SMPP over
the weekend, and it would be kind of interesting if someone did work to
support SMPP for James, but you sound as if you want more than SMS.
