I suppose you are planning this as an extension to the existing Axis2
Webapp. My personal opinion is that this is an excellent addition to
the standard toolkit (especially when M$ had something similar from
the start). While WSO2 toolkit may include a similar feature, this
feature IMHO

It's a pleasure to see that you are interested on my idea. Please give me
about one or two days to prepare some web services in IIS server. If I can
find some free hosting spaces for aspx services, I'll send the links here so
that you can experience what they provide to test web services.
Eclipse has a Web Services Explorer that does that, including support
for complex types. IIRC, this is implemented as a Web application, but
I've never seen it being deployed as a stand-alone application outside
Eclipse.
