You can download the latest netbeans build thats 6.7 but there are many
options for installations as well. You may try the entire package or just
download the one with JEE/jsp support.
I would suggest you to download the full setup that includes all modules
including java sdk , jre , jEE

You don't have to create a new project (neither to open one) in order to
add any server.
You have to have this option ready in order to be able of create new
projects which can make use of servers.

purpose.
Eclipse with some other server will solve the same purpose. Choice is
open.

I think no need to install both, you have to choose one, and then you have to
install the JDK of the JAVA.
