Yes this is very off topic.
However I will try to answer you anyway.
It sounds like what you are trying to do will require using advanced CSS1(
Cascading Style Sheets 1) positioning
with DHTML( Dynamic HTML ). I think using IE IFRAMES or NAV Layers will do
the trick.
