Haven't seen this problem before.  Here are a couple of things to try:

  The installer is a Java program.  Make sure it's using the Java you
  expect it to use by setting PATH correctly.  If you are running
  it from the desktop or a file chooser, I believe it gets the
  default PATH from "Control Panel/System/Environment."

  Hold down the Control key while the installer is starting to
  display debugging information.
