I would just format the drive during install.
The Windows installer will offer a format of the drive when doing a fresh
install.

option for Skype. How well does traditional Skype work now days with
JAWS and does it require scripts? I have not used it since GW connect

It depends on the model number of the Dell. I know of a case where it is the
F.N. key plus F 3 and another where it is the F.N. key plus F 5. There are

Ubuntu is one of the many distributions of Linux but is not accessible
out of the box.
However there is a specific distribution for low vision / no vision
users called Vinux which has a screen reader by default.
